Magarpatta flats ownership issues, problems

PMC (Pune Municipality)Tax commissioner told we are occupiers of flats and not owners even after paying 50 Lacs to builder of Magarpatta City .

Evident fact that we are not owner for the flats is that
I)  We can’t use club house or gym, pool without permission & fee to the builder to tune of Rs 25000/-.  He imposes penalty of 5000/- by forfeiting deposit, he takes, to allow use of club house[besides Rs 4000 for use], at his whims.
II) We are not allowed to use lift for luggage from 11th floor, and are forced to carry luggage, in hand/head or pay penalty to the Magarpatta company/builder of Rs 1000. Builder’s guard switches off lifts, if resisted.
III)   For sale permission for flats, we pay 3Lacs to Magarpatta company along with 10% service tax to government, besides stamp duty. Is it a service on which tax is required?
IV)  We paid 2-5Lacs with Rs 20-50,000 Service tax to government, for civic maintenance to builder, with no accountability to builder who uses it, as per his will with no MOFA act applicable to him. We pay him for even a small work like drainage cleaning, fee with Service tax !

V)  Without Magarpatta issued id card of Rs 100, we are not allowed to enter Magarpatta roads at night. Autos are forced to take detour to commercial buildings’ access gate- 1.5 km circuitous route.
VI)  Even our servants have to seek permission to work with us, from Magarpatta company for annual fee of Rs 40- without any receipt. Else they are harassed or denied to enter.
VII) Commercial Service apartments -HummingBirds- are running  in residential complex with govt support. Their property tax reduced from 1Lac to 10000 with influence of builder. Free access to Service apartments visitors, but we residents and our servants have to get the id card from builder.
VIII)    Every resident in this area has to register with Magarpatta builder cum owner @Rs 100
IX)    Even taxi with renter IT companies like Amdocs, Mphasis, Accenture,Patni have to pay 1000/- as one time registration charge with 100/- id card fees, to be allowed to run his taxi in Magarpatta.
                        X)  We can’t use any notice board of our bldg without fee & permission of Magarpatta Companay
XI) We pay for parking to Magarpatta company/builder, even if we park vehicle outside our house or office or our vehicles are locked for penalty of Rs 100-5000. Without payment of penalty of Rs 5000, they held a truck for 5 days under one of the bldg. [ As per Magarpatta company, here builder rules and govt rules don’t work here.]
XII)   Builder’s vehicle or its authorized vehicle –like CWG item sale item can stand all day but our vehicles are locked or shooed away even when we are standing to wait for somebody in front of its commercial tower.
XIII)   We have signage for Magarpatta company& its advertisements of  Uninor and can’t for our bldgs.
                       XIV)  He closes any road for his financial gain eg shootings, access of market for exclusive access to his hotel-‘Cocoon’ or at his whims like road access to Jasminium bldgs[ A wall has been erected].
XV) Magarpatta builder charges Rs40,000 from paper men for his and paperman’s monopoly & restrict  paper/milk man access to single vendor- his company shareholder.
                        XVI)  6 unused, manned Parking are reserved for builder cum owner of Magarpatta city in busy market. If we try to park there, our vehicles are locked and penalty is imposed.
XVII)  Holi, our brotherhood cultivating festival, is prohibited near our flats and penalty is imposed if enjoyed. It is instructed to see celebrations by unknowns, at his field only.
XVIII)   No roof access to us, to see moon on festival like Ramzan Eid or Karvachouth as per builder’s order.
XIX)     Commercial service apartments in residential area, with impunity against residents’ wish, rented thru builder’s company- ULC. PMC waived off commercial tax charges as support.
